DESIGN BRIEF

The design brief for Build LONDON Live is for a completely hypothetical mixed use re-development of an existing aggregate and wharf site. There is no intention for any of the ‘virtual competition’ proposals to be submitted for planning consideration. A mixed use development where people may live, work, play and prosper together in a genuine mixed urban development is required. Teams should recognise the importance of the area as a gateway into Greenwich Town Centre and the Maritime Greenwich World Heritage site. Architects are encouraged to create designs that face the River in order to achieve an interesting riverside character, while avoiding any built encroachment into the River. The following criteria define the brief:

A HOTEL WITH 250 ROOMS

An hotel of about 14500 m2  net space with 250 rooms is required.

OFFICE SPACE

Office space of about 47250 m2  net space is required.

BUSINESS CONFERENCE FACILITY

A total of about 5000m2 net of exhibition and conference space is required.

RETAIL AND ENTERTAINMENT

A total of 15,000m2 of retail space.

DWELLINGS


250 dwellings totalling approximately 27,000m2 net shall be included comprising of; 40% 3 bedroom @ 150m2 total 1500m2, 30% 2 bedroom @ 100m2 total 7500m2, 30% 1 bedroom @ 60m2 total 4500m2. A height restriction of 10 floors maximum will apply. The gross area may be considerably more.

CAR PARKING

610 car parking spaces, for use by all the site uses  (approximately 22000m2 net area) shall be provided.

PUBLIC SPACES

At least four distinct but linked public spaces shall be provided.

OTHER DESIGN CRITERIA

The organisers will announce further details for requirements listed above on the morning of the competition. The following restrictions apply:

  1. There is a maximum height restriction imposed on the site of 27 storeys

  2. There is a maximum height restriction imposed on dwellings of 10 storeys

  3. The Google map shows the extent of any possible development

  4. Development, including the provision of the Thames Path should be undertaken landward of the existing flood defence and incorporated within a landscaped buffer zone of at least 16 metres between the built development and the river edge

ASSUMPTIONS

For the purposes of the ‘hypothetical’ Build LONDON Live competition, teams shall assume the following:

  1. That the site will no longer be used for aggregate production

  2. That the essential form of movement for travel to work has been accounted for under existing master plans

  3. That the deep water terminal shall be retained for river traffic

  4. That a reduced scale freight and cargo handling facility will be preserved in accordance with the context model supplied

  5. That the railway and railhead shall be retained, but repositioned so that future freight use is possible in accordance with the context model supplied

  6. That the area reserved for cargo & freight handling adjacent to the railway has been established and that consideration for commercial vehicle access has been established

DELIVERABLES

The Asite Collaboration system will track revisions, authors and timestamps. As many revisions may be uploaded as required. Sponsors and judges will access the team sites and comment or appraise the material present at any time during the 48 hours. Files for review shall be in the correct folders provided and named consistently:

  • <team_name>_<topic>.<extension>

PROPOSAL
Every team must release their proposal for publication in .ifc (ifc2x3) format into their workspace with Asite Collaboration. Early stage design proposals may be published into the Onuma Planning System (OPS). The full proposal may consist of one or more IFC files, sharing the same origin and units. Each IFC file may progress through many versions during the 48 hour period. Designers need not submit back the provided site-context model.

Separate IFC files for separate disciplines such architecture, services, structure and landscape are acceptable.

Every team may submit reports analysing the sustainability, affordability and/or buildability of the proposal. These reports shall be in .pdf format.
