The design brief for Build LONDON Live is for a completely hypothetical
mixed use re-development of an existing aggregate and wharf site.
There is no intention for any of the ‘virtual competition’
proposals to be submitted for planning consideration. However, in
order to make the challenge realistic the organisers brief acknowledges
the existing adjacent master plans and local and government development
policies.
SITE LOCATION The site is within the South East Region and the Thames Gateway
Area, the most densely populated, highly congested, economically
active, development pressured region within the Country.
It is located on the Greenwich
Peninsula, upstream from the Thames
Barrier along Bugsby’s Reach which extends towards
the O2.
It is constrained by Lombard Wall to the East; Bugsby’s
Way to the South, Horn Lane and New Horn Lane in the West and
is bounded by the River Thames in the North.
The O2 is a large entertainment district including
an indoor arena, a music club, a cinema, an exhibition space,
piazzas and bars and restaurants, built within a large dome-shaped
building (formerly the Millennium Dome), on the Greenwich peninsula
in south-east London, England. It was originally constructed
as the Millennium Dome to house the Millennium Experience. Interesting

ENVIRONMENT The development of the East side of the Peninsula has provided
for excellent public access to the river. The riverside walk,
the design of the ecological terracing, the Queen Elizabeth
11 Pier and the Greenwich Yacht Club have all contributed to
promoting use of or enjoyment of the river as an amenity. Furthermore,
the ecological terracing and the ’greening’ of Ordnance
Pier have helped to protect and enhance a variety of species
of wildlife that are associated with the river.
TRANSPORTATION The North Greenwich Transport Interchange on the Peninsula and
the DLR at Greenwich Town Centre has changed travel patterns
within Greenwich. The site is also served with Public transport
bus routes, Charlton Railway Station (10 minutes) and Westcombe
Park Railway Station (15 minutes).
SITE DESIGNATION The site is currently defined as being within a Designated Aggregates
Zone; this includes Angerstein and Murphy’s Wharves, which
are protected by a Safeguarding Direction. The area also benefits
from a railhead which has the potential for river and rail for
transport of raw and finished products. As such the site is
protected from land speculation pressures and safeguarded for
long-term business/industrial use.
DESIGNATION ASSUMPTIONS FOR COMPETITION Strategically this site is well placed for mixed-use employment
led development, including an element of residential use, which
would extend the tourism and leisure facilities in Greenwich.
A balanced approach is called for and it is noted that the low
levels of employment associated with aggregate operations will
be exceeded many times over by commercial redevelopment.
For the purposes
of the ‘hypothetical’ Build LONDON Live competition,
teams shall assume that the site will no longer be used for
aggregate production, but that the deep water terminal shall
be retained for river traffic and a reduced scale freight and
cargo handling facility. The railway and railhead shall also
be retained so that future freight use is possible. Teams shall
provision for (to be announced) square metres of cargo/freight
handling adjacent to the railway and consider the access of
commercial vehicles.
